VACANCY: Human Resources Manager

TERMS OF REFERENCE

  1. Objective of the Assignment

The Human Resources Manager plays a central role in establishing and maintaining a strong, transparent, and compliant human resources function within the APA. The primary objective of this position is to update, implement, and oversee systems and processes that ensure effective staff recruitment, onboarding, performance management, professional development, compensation administration, employee and Committee of Management (COM) relations and other related matters.

Specifically, the HR Manager is expected to:

  • Build and maintain a coherent HR framework that supports the organisation’s mission and values, ensuring consistency and fairness across all employment processes.
  • Provide strategic guidance and operational support to the COM in all matters related to staff management, including staffing plans, organisational culture, and labour compliance.
  • Review, update and continuously improve HR policies, tools, and procedures to align with Guyana’s labour legislation and international best practices of nonprofit management.
  • Serve as the first point of contact for employees on HR matters, fostering trust, confidentiality, and responsiveness.
  • Oversee workplace health & safety compliance, monitor safety policies, coordinate periodic safety assessments or audits, and respond to safety incidents.
  • Promote staff wellbeing and lead or contribute to cross-departmental projects that impact HR functions, such as organisational restructuring, staff satisfaction surveys, job classification, and benefits harmonisation.
  • Identify areas for improvement within HR processes and propose practical, system-level solutions to enhance efficiency and employee experience.
  • Promote a positive and inclusive work environment by anticipating staff needs and managing workplace conflicts with professionalism.
  1. Scope of Work

The Human Resources Manager will carry out the following key responsibilities:

Lead HR Projects and Systems Development

  • Design, plan, and implement HR-related projects that strengthen the organisation’s human resource systems, policies, and procedures, including HR information management, recruitment tracking, and performance documentation tools.
  • Coordinate periodic reviews and updates of HR policies to ensure ongoing compliance with Guyana’s labour legislation, tax, and social security requirements.
  • Collect and analyse HR data to produce reports and recommendations that support leadership decision-making on staffing, compensation, and capacity development.
  • Provide technical guidance to the Executive Director and COM on interpreting and applying HR policies, ensuring alignment with organisational standards.

Lead Hiring, Onboarding, and Termination Processes

  • Manage recruitment processes, including job advertisement, candidate screening, interviewing, and selection.
  • Review and implement structured onboarding programmes to ensure effective integration of new staff.
  • Review and improve current termination processes to ensure transparency and compliance with the organisation’s policies and Guyana’s labour laws, and ensure all HR practices, contracts, and workplace conditions align with Guyana’s labour legislation and organisational policies.
  • Maintain up-to-date and confidential HR files, contracts, and employment records in line with document retention and audit standards.

Lead Employee Conflict Resolution

  • Assess and mediate staff conflicts and grievances in a fair and confidential manner.
  • Provide detailed feedback and recommendations to the Executive Director and COM on HR issues and conflict trends.
  • Promote a respectful, inclusive, and positive workplace culture.

Lead Compensation and Benefits Management

  • Oversee payroll processing to ensure that all salaries, benefits, and statutory deductions (e.g., income tax, NIS, PAYE) are calculated and paid accurately and on time.
  • Ensure full compliance with Guyana’s labour laws and related financial regulations, including timely submission of all statutory contributions.
  • Conduct periodic compensation and benefits reviews to maintain internal equity and external competitiveness.
  • Manage staff leave policies, ensuring they are implemented fairly and in accordance with legal standards.
  • Support the annual budgeting process with accurate projections for payroll, benefits, and related HR costs.
  • Provide periodic HR compliance reports to management, highlighting key risks and corrective actions related to compensation and benefits.

Lead Staff Skills Development

  • Identify staff development needs through consultations, evaluations, and organisational priorities.
  • Develop and implement a staff development plan, including training, mentorships, and other learning opportunities.
  • Maintain a database of training activities and outcomes for future reference and reporting.

Support Staff Evaluation

  • Review the organisation’s performance evaluation methodology to ensure relevance and fairness.
  • Organise and facilitate evaluation meetings, ensuring constructive dialogue between supervisors, staff and COM.
  • Summarise evaluation results and propose recommendations for individual and organisational improvement.
  • Support the Executive Director and COM in defining next steps and follow-up actions.
  1. Deliverables
  • HR Policy and Manual updated and aligned with Guyanese labour laws.
  • Recruitment and onboarding procedures are implemented and standardised.
  • Performance evaluation system improved and operationalised.
  • Annual staff development plan prepared and executed.
  • Regular HR reports to management (quarterly or as agreed).
  1. Qualifications and Experience
  • Bachelor’s degree in human resource management, business administration, or a related field.
  • 5-10 years of professional experience in HR management, preferably with NGOs or civil society organisations.
  • Proficiency in HR analytics, use of HR software/spreadsheets, ability to interpret HR data and draw insights.
  • Solid knowledge of Guyana’s labour laws and HR best practices.
  • Proven experience in conflict resolution and employee relations.
  • Strong analytical, communication, and interpersonal skills.
  • High ethical standards and the ability to handle confidential information.
  1. Reporting and Supervision

The Human Resources Officer will report directly to the Executive Director and work closely with program and finance teams to ensure integrated support for staff management and organisational operations.

  1. Duration and Level of Effort

This position is expected to be a full-time role for an initial period of twelve (12) months, renewable based on performance and organisational needs.
